The ground breaking ceremony is the next step in what has been a 3 1/2 year partnership between JB Charleston and the Lowcountry community. The South Carolina Legislature introduced and passed unanimously the S.C. Military Charter Law, which provides PSA the ability to set aside slots in its annual lottery for children of active duty military assigned to JB Charleston.
