Arianna and Kamryn Skonieczny milk a wooden cow at the Exceptional Family Members Fair on Joint Base Charleston, S.C., Aug. 13, 2010. The Exceptional Family Members Program requires a mandatory enrollment for all families that have special needs dependents.
