Timothy Sparks, Joint Base Charleston deputy commander, and Connie Patrick, Federal Law Enforcement Training Centers director, sign an updated usage agreement Oct. 21, 2014, at the No Wake Zone at the FLETC in North Charleston, S.C. The original agreement was with the old Naval Weapons Station and needed to be updated due to joint basing. The usage agreement provides continuing cooperation and co-usage of the five firearm ranges on the Weapons Station. Situated on the site of the former Charleston Naval Base, FLETC is part of the Department of Homeland Security and one of four Federal Law Enforcement Training Centers in the United States, providing training for those who protect the homeland.
