Naval Consolidated Brig Charleston Holds Change of Command Ceremony

Naval Consolidated Brig Charleston held a change of command ceremony at the Red Bank Commons, 2316 Red Bank Rd., Bldg. 942, Charleston, SC 29445, on Monday, 15 December 2025.

 

U.S. Navy Cmdr. Kevin P. Howard of Boca Raton, Florida relieved Cmdr. Joseph M. Brisco, Jr., of Vicksburg, Mississippi as Commanding Officer of Naval Consolidated Brig Charleston.

 

Distinguished guests, family and friends of Naval Consolidated Brig were in attendance at the ceremony, which celebrated Cmdr. Brisco’s successful leadership during his three-year tenure as Commanding Officer and Executive Officer.

 

Cmdr. Brisco received the Meritorious Service Medal for his service signed by RDML Kevin M. Kennedy, Deputy Chief of Naval Personnel Command and Commander Navy Personnel Command, Millington, Tennessee.

 

Cmdr. Brisco was the 24th Commanding Officer of Naval Consolidated Brig Charleston.  During his tenure at the Brig, Cmdr. Brisco led his joint service team through a successful three years, focusing on four pillars of excellence in readiness: mission, material, personnel and personal.  Highlights of his tour include:  Led Brig Charleston and Naval Consolidated Brig Charleston Detachment Chesapeake, earning 100 percent compliance score during the triannual American Correctional Association (ACA) audit.  His reformation and re-habilitation efforts saved the Navy over $3.1M.  He also led a successful Prison Rape Elimination Act (PREA) audit, achieving the highest possible rating.  His commitment to Sailors led to the Brig being awarded the Chief of Naval Operations Retention Excellence Award for 2023 and 2024, with Best-In-Class distinction in 2024. 

 

Cmdr. Howard will be the 25th Commanding Officer of Naval Consolidated Brig Charleston.  Prior to assuming command, Cmdr. Howard was commissioned in 2008 from the United States Naval Academy and graduated with a B.S. in Comparative Politics. He completed flight training in Florida, Oklahoma, and Texas, earning his “Wings of Gold” in May of 2010.  After completing initial flight training, he has served onboard the “Fighting Marlins” of Patrol Squadron FOUR ZERO, Patrol Squadron THREE ZERO, P-8A Poseidon Maritime Patrol and Reconnaissance Weapons School, Patrol Squadron FOUR FIVE, Patrol Squadron TEN, and Joint Warfare Analysis Center.  He proceeded to Naval Consolidated Brig Charleston in April of 2024 as the Executive Officer.

 

Cmdr. Howard holds a Master Degree in Business Administration from Naval Postgraduate School.
