Naval Consolidated Brig Charleston held a change of command ceremony at Naval Consolidated Brig Charleston in Charleston, SC, on Thursday, 27 October 2022.
U.S. Navy Cmdr. Ely O. Infante of East Los Angeles, California relieved Cmdr. Johnny L. Mincey of Fitzgerald, Georgia as commanding officer of Naval Consolidated Brig Charleston.
Distinguished guests, family and friends of Naval Consolidated Brig were in attendance at the ceremony, which celebrated Cmdr. Mincey’s successful leadership during his three-year tenure and his continued service to the United States Navy as he transfers to NROTC Savannah State University, Savannah, Georgia.
Cmdr Mincey received the Meritorious Service Medal for his service signed by RADM Alvin H. Holsey, Navy Personnel Command, Millington, Tennessee.
Cmdr Mincey was the first African American to assume command of Naval Consolidated Brig Charleston. During his tenure at the brig, Cmdr. Mincey led his multi-service team through a successful three years, focusing on the brig’s core missions, readiness, and quality improvements. Highlights of his tour include: Lead the Brig through the COVID-19 Pandemic setting control measures ensuring the safety of Staff and Prisoners, Commanding Officer of a Level I facility, Naval Consolidated Brig Chesapeake, brig earning a record 11 consecutive 100 percent compliance score during the triannual American Correctional Association (ACA) audit, successful Prison Rape Elimination Act (PREA) audit, achieving the highest possible ratings during the 2022 Navy Corrections Operational Readiness Inspection and the continuation of the Reentry and Reintegration Unit. His commitment to Sailors led to the brig being awarded the Chief of Naval Operations Retention Excellence Award for 2019, 2020, and 2021.
Cmdr. Infante will be the 23rd commanding officer of Naval Consolidated Brig Charleston and the first Latino to assume command of Naval Consolidated Brig Charleston. Prior to assuming command, Cmdr. Infante enlisted in the Navy as a Submarine Sonar Technician where he served on board USS ALABAMA (SSBN 731) and was selected for the Seam-to-Admiral 21 enlisted commissioning. After commission, he served as an aviation officer at 562nd Flight Training Squadron, Fleet Air Reconnaissance Squadron One (VQ-1), Naval Strike and Air Warfare Center (NSAWC) NAS Fallon, NV, Special Projects Patrol Squardon Two (VPU-2) MCAS Kaneohe Bay, Hawaii, Joint Special Operations Command (JSOC) Ft. Bragg, NC. and as the brig’s executive officer for the past 20 months.
Cmdr. Infante holds a Bachelors degree in Arts in Sociology from Miami University of Ohio.
