Lieutenant Col. This is the 16th year JB Charleston has been a member of the Tree City USA foundation. To become a Tree City USA member, a community most meet four annual standards: a tree protection board or manager, a tree care ordinance, a comprehensive community forestry program, and an Arbor Day observance.
