Lieutenant Colonel Joseph Swaim, 560th Rapid Engineer Deployable, Heavy Operational Repair Squadron commander, honors Brig. Gen. Tom Meredith, during a memorial ceremony Feb. 27, 2013, at Joint Base Charleston – Air Base, S.C. Meredith founded the RED HORSE unit, and was the first commander of the active-duty RED HORSE unit when it was established to train RED HORSE Airmen for service in Vietnam in 1967.
