Naval Consolidated Brig Charleston held a change of command ceremony onboard the USS YORKTOWN at Charleston, South Carolina, February 19th.
U.S. Navy Cmdr. Johnny L. Mincey of Fitzgerald, Georgia, relieved Cmdr. Jack A. Garcia of San Jose, California, as commanding officer of the Naval Consolidated Brig Charleston.
Distinguished guests, family and friends of the Naval Consolidated Brig attended the ceremony, which celebrated Garcia’s successful leadership during his three-year tenure and 20 years of faithful service to his country and the United States Navy.
Garcia received the Meritorious Service Medal for his service signed by RADM Jeffrey Hughes, Navy Personnel Command, Millington, Tennessee.
During his tenure at the brig, Garcia led his multi-service team through a successful three years, focusing on the brig’s core missions, readiness, and quality improvements. Highlights of his tour include: leading the brig through the COVID-19 pandemic - setting control measures ensuring the safety of the staff and prisoners, being selected to take over as the commanding officer of a Level I facility, Naval Consolidated Brig Chesapeake, earning a record tenth consecutive 100 percent compliance score during the triannual American Correctional Association (ACA) audit, the success of the Prison Rape Elimination Act (PREA) audit, achieving the highest possible ratings during the 2018 Navy Corrections Operational Readiness Inspection, and the initiation of the Reentry and Reintegration Unit. His commitment to Sailors led to the brig being awarded the Chief of Naval Operations Retention Excellence Award for 2018 and 2019.
Mincey will be the 22nd commanding officer of Naval Consolidated Brig Charleston. Prior to assuming command, Mincey served as the brig’s executive officer for 20 months and as a surface warfare officer. He served onboard the USS SPRUANCE (DD 963), USS ROBERT G BRADLEY (FFG 49), Destroyer Squadron Two-Eight, USS WICHITA (LCS 13), Afloat Training Group, Mayport, Florida, Department of State Democracy of Human Rights and Labor Bureau, Commander, Navy Recruiting Command.
Mincey earned a master’s degree in Human Resource Management from Webster University.
