JOINT BASE CHARLESTON, S.C. - Toby Housey, 628th Air Base Wing equal opportunity director, sings “Change Is Gonna Come” for attendees of the 2019 National African American Black History Program Celebration Feb 27, 2019, at Joint Base Charleston’s Chapel Annex in Charleston, S.C. The National African American Black History Program Celebration was a finale to the nationally recognized Black History Month. The theme of this year’s event was the Black Migration. Attendees witnessed live performances of hymns, songs and poetry and were then offered the opportunity to enjoy a culturally inspired meal.
