JOINT BASE CHARLESTON, S.C. - U.S. Navy Cmdr. Carl Brobst, gives a speech after assuming command of the Naval Consolidated Brig Charleston from his predecessor, Cmdr. Brett Pugsley, during a change of command ceremony Dec. 8, 2017 onboard the USS Yorktown, Mount Pleasant, S.C. The Brig’s mission is to return as many people to honorable service as possible or return them to civilian life with productive life skills.
